Welcome to the Governor’s Community Outreach – Federal Programs Office

The Governor’s Community Outreach – Federal Programs Office (GCO-FPO) is responsible for the development and coordination of the annual applications for the Services-Training-Officers-Prosecutors (STOP) Formula Grant Program and Sexual Assault Services Formula Grant Program (SASP) of the federal Office of Violence Against Women (OVW). Each year, Guam receives a combined total of approximately $700,000 from these two grants to fund services to victims and fund law enforcement efforts to combat sexual assault and domestic violence. The GCO-FPO works closely with the Guam Coalition Against Sexual Assault and Domestic Violence to administer these grants and provide money to subgrantees from both the government sector and private non-government organizations. The GCO-FPO also actively searches for and applies for other OVW grants to assist with these efforts.
