On March 17, 2015, Senator Frank Aguon, Jr. introduced Bill 56-33(COR) – An act to amend §2101.1(f) and §2101.3 of Chapter 2, Title 5 of the Guam Code Annotated relative to recognizing the independence of the Judiciary of Guam (JOG) relative to the receipt of Federal funds. Essentially, this Bill intends to remove the JOG from Guam State Clearinghouse’s jurisdiction. It aims to allow the JOG to pursue grant funds independent of the Executive Branch.

During Session today, Senator Aguon clarified that this will only apply to grants that do not require State review and approval per Presidential Executive Order 12372. Senator Espaldon made motions to amend the original Bill by adding a line that asks the JOG to submit courtesy copies of their grant applications to the GSC so the executive branch can continue to monitor grant funds coming into Guam.

On another note, Senator Morrisson spoke about his hopes to one day transform the Guam State Clearinghouse into a full fledged Office of Grants Management.
